Received Dec. 20. 10.30 p.m. NEW YORK, Dec. 19. The Rome correspondent of the New York Times, Mr. Matthews, says that the French Ambassador, M. Francois Poncet, returned from Pans, it is reported, with the French Government’s offer to lease Jibuti for 90 years, grant a further concession in Tunis, also a large block of Suez Canal shares. It should be pointed out that there is no ostensible reason why France, should make any proposals now, but M. Poncet certainly brought some, message which, it is hoped, will further friendly relations between the two countries.
