RUMANIA ENDEAVOURING TO SETTLE WITH BULGARIA
EUROPEAN FEDERATION IN FAVOUR Received Dec. 8, 1.0.5 p.in. PARIS, Dec. 8. The Paris Soir’s foreign editor, Jules Sauerivein, in a message from Bucharest, says: “Rumania is wisely endeavouring lo settle the Rumanian-Bulgarian disputes. The Bulgarians’ strongest argument, not openly expressed, is that Bulgaria could combine with Russia and so cause an attack on two sides. When it is considered that the Hungarians support Germany, and arc no less threatening, it is readily agreed that the Rumanians must be friends with at least one of their neighbours, and strong British, French and Turkish forces should be in readiness. One section of opinion is comforted by the belief that Russia and Ger many will never agree lo a division of the spoils, but the consequences of action, even if unconeerted, would he fatal to the Balkans. M. Sauerwein adds: "The Balkans are beginning to sec the necessity for sacrifices to attain solidarity and are watching closely tlie movement toward a regional or European J-'ederation. The Balkans also are beginning io understand that national sovereignty must, retire in favour of common interests and security. It is remarkable to see the spread of these ideas—economic and military accords coupled with respect for individual freedom. Evidently it is on these principles that the future Europe must be built. I have found these n.iin lines of conception endorsed by five heads of South-eastern States with whom I liave recently conferred.”
