FORCING GERMANY TO MOVE Received Dec. 4, 10.5 p.m. NEW YORK, Dec. 4. The New York Times correspondent, Mr. Archambault, in a message from Paris, comments: “If the Allies cannot extend the war theatre by direct military action, their conjoined diplomatic and economic moves might lead the enemy to do so. It is in this light of events that Europe should now be regarded—in the Balkans as elsewhere.” In this connection he stresses the recent French reduction of army zones along the Italian and Swiss borders, which may be of significance later.
