AMERICAN CONGRESS ROOSEVELT’S HANDS TIED UNABLE TO ACT IN EVENT OF NEW CRISIS Received Aug. 10, 11 a.m. NEW YORK, Aug. 9. President Roosevelt, at a press conference, declared dint the outvoting of the Neutrality Bill had tied his hands in the event of another war or crisis arising, while the failure to pass the spending and lending programme might place American business on the brink of a precipice by next spring. . He emphasised the gravity of the gigantic gamble, saying the first jeopardised the safety of 1,500,000,000 persons and the second threatened the welfare of millions of Americans. He said the coalition was liable to the full blame if a catasprophe occurred. Republican minority and a group ol anti-administration Democrats have , gambled that war will not break out ' until after Congress reconvenes in i January. If they are wrong, Mr. ! Roosevelt warned, he is left powerless I to avert a crisis, as he did in Septem- . oer, 1938, and April 1939.
