REGINA (By Mail.) I A gigantic health insurance scheme. : financed by a Dominion-provincial sweepstake, is advocated by Frank S. Kreen, youngest member of the Saskatchewan legislature. It would involve annual distribution of 14,000,000 dollars in prizes ranging from 10 to 25,000 dollars each. Ticket-holder; would benefit under a proposed State medicine scheme.
