Burgin, in the committee stage of the Transport Ministry Supply Bill, said that when the Bill was passed he would take over all supplies wherein the War Office acts as agent for the Dominions and Colonies. Allies will have the power to buy up all scrap iron which possibly otherwise would go abroad and to obtain throughout the Empire all supplies of certain raw materials essential for the manufacture of arms.
