ATTITUDE OF FRANCE INDEPENDENCE MUST BE ASSURED. LONDON, May 15. The French Ministers of Finance and Foreign Affairs deny that a Spainish loan is being issued on the French market or that foreign bankers are conferring on the matter, says the Paris correspondent of The Times. Equally French financial interests, which long for a big stake in Spain, want to participate, but the French Government will not allow loans Io Spain until Spanish independence is assured. Reports from the Continent suggest that not only French but Belgian, j Dutch, English, and Swiss banks are interested. M. Paul van Zeeland is reported to be conducting preliminary negotiations for an international loan of £20,000,000.
