JAPAN PROTESTS TO SOVIET
ALLEGED INTERFERENCE OIL AND MINING CONCESSIONS. Received April 26, 7.v0 p.m. TOKIO, April 25. Japan has protested to the Soviet against alleged interference in oil and coal mining concessions on Sakhalin Island, in contravention of the RussoJapanese Treaty, under which both jointly own and exploit their resources.
