PRIME MINISTER EXPLAINS LICENSING EXPORTS AND IMPORTS PLAN NOT AN EMERGENCY MEASURE DEVELOPMENT OF LOCAL INDUSTRY WELLINGTON, Dec. 7. The Government’s much-discussed plan of insulation lies revealed in the regulations governing the control of imports and the licensing of exports. This was made clear by the Prime Minister (the Rt. Hon. M. J. Savage) in an interview to-day. In pointing out that it was an attempt on the part of the Government to build New Zealand, Mr. Savage said that it was the Government’s reply to those people who thought it was just a political "stunt” when the Government talked about insulating the Dominion from unfair competition overseas. ‘‘This is the practical expression of our insulation plan,” he said. Mr. Savage emphasised that the step was not taken simply to meet an emergency; it was part of a definite plan of national development.
