RESIGNATION OFFERED
BELGIAN FOREIGN MINISTER SPANISH POLICY CAUSES CABINET SPLIT. BRUSSELS, Dec. 5. As anticipated, the Belgian Government's proposal to send a commercial delegate to the Spanish Rebel Government, which is tantamount to recognising General F. Franco’s administration, proved the rock on which it split. The Foreign Minister, M. Paul Spaak, who tried to side-track the issue, now offers his resignation, being compelled to do this by two-thirds of the Socialist Congress condemning his Spanish policy on a motion emphasising that the sending of a representative to Burgos would not procure appreciable advantages. Quite apart from the audacity of foreign aggression in Spain, it precluded the Labour Party subscribing to such an embassage. The resolution was passed. M. Spaak made an impassioned appeal not to force his resignation from Cabinet.
