SPEEDING-UP ANNOUNCED NAVAL BUDGET A PEACETIME RECORD. Received Oct. 12, 8.45 p.m. WASHINGTON, Oct. 11. President Roosevelt announced a speeding-up instead of a retarding of the national defence programme, necessitating an increase of 150,000,000 dollar on next year’s naval budget in order to carry warship construction. This brings the 1939 naval appropriation to a peacetime record of over 70,000,000 dollars.
