BILL BEFORE COMMONS LONDON, April 12. In the House of Commons Commander O. S. Locker - Lampson (Con.), by the casting - vote of the speaker, secured leave to introduce the Jewish Citizenship Bill. He explained that the Bill permitted potentially persecuted Jews to be--1 come Palestinians. A Jewish State with a population of millions would be a buffer against an enemy attempting to cut the oil line at the Suez Canal.
