Lord Plymouth, speaking in a debate in the House of Lords on the international distribution of raw materials, to which attention was called in a report of the raw materials committee of the League of Nations, saia that Britain had sent a reply to the League stating that it is in general agreement with the principle formulated by the committee with which, in fact, the British Government’s policy conforms.

"It would be necessary," the reply adds, "to know the views of other Governments concerned before deciding that the time is ripe for caution in the matter. I think it is quite clear that any convention embodying principles such as these could be of no real value unless the principal Governments concerned agreed to participate and give effect to these nr-, ciples.
