It was now apparent that the committee was heavily in debt and subscriptions heavily in arrears. The bills from shipping companies for the carrying ol non-inter-vention observers and observers’ salaries must be paid, but the bank account was approaching insolvency, and consequently the committee broke up feeling that the prospects of practical international measures enforcing nonintervention was negligible.
