NON-INTERVENTION SCHEME NATIONS FAIL TO PAY ARREARS [By Teieirraph—Presfl Association—Copy rißht] | LONDON, March 31. i The Daily Telegraph says the nonI intervention secretary has intimated i tnat unless the Powers paid a substantial part of the arrears it would be necessary to close down the whole observation scheme from the beginning of May. ' It was previously stated that the cost of the withdrawal schemes was about £2,000,000, but no Government had shown any willingness proportionate to the contribution necessary for the fund. It was now apparent that the committee was heavily in debt and subscriptions heavily in arrears. The bills from shipping companies for the carrying ol non-inter-vention observers and observers’ salaries must be paid, but the bank account was approaching insolvency, and consequently the committee broke up feeling that the prospects of practical international measures enforcing nonintervention was negligible.
