SOVIET INVITATION
NO COMMENT IN U.S.A. WASHINGTON, March 19. The State Department has reserved comment on the invitation of the Soviet to a conference of Powers to discuss methods of preventing aggression. There seems little chance of United States participation at such a conference, since it appears primarily to concern Czechoslovakia independence, which would be regarded as essentially a European problem not involving the United States. INVITATION TO FRANCE. PARIS, March 18. The Soviet Ambassador brought the Foreign Minister, M. Paul Boncour, a letter from the Soviet Foreign Commissar giving the proposed Powers’ Conference an official character. ADDITION TO CABINET BASIS OF GOVERNMENT BROADENED Received March 20, 9.20 p.m. PRAGUE, March 19. Doctor Benes has nominated Frantisek Jezek, Conservative member of the Opposition, to the Cabinet without ' portfolio, thereby broadening the basis of the Government, which tow commands a majority of 185 of the .'JOO seats.
