NO COMMENT IN U.S.A. WASHINGTON, March 19. The State Department has reserved comment on the invitation of the Soviet to a conference of Powers to discuss methods of preventing aggression. There seems little chance of United States participation at such a conference, since it appears primarily to concern Czechoslovakia independence, which would be regarded as essentially a European problem not involving the United States.
