MARKED IMPROVEMENT COMMISSIONER'S REPORT [ British Official Wireless.] RUGBY, Nov. 24. ; A considerable improvement in the economic position of the special areas in England and Wales, which suffered most acutely from the economic crisis in 1931, is recorded in the report ol the Commissioner, Sir George-Gillett. The report shows that unemployment in the areas has fallen by 25.6 pci cent., of which only a small part is due to transference out of the areas. The greater part of the recovery has been independent of the Government armament programme. In some cases the defence programme has retarded development, as the demand for constructional materials has been so great that the erection of new factories has been delayed. * The Commissioner expresses his determination to press forward with the development of new industries.
