BUILDING PROGRAMME LONDON, Nov. 23. The German naval annual report, according to Mr. Bywater in the Telegraph, reveals that when the present new construction is delivered Germany will have two battleships of 35,000 tons, armed with 15-inch guns, two battleships of 26,000 tons, armed with 11-inch guns, three 10,000-tons pocket battleships, armed with 11inch guns, five 10,000 and eight 7000tons cruisers, two aircraft carriers, of 20,000 tons, 22 super and 30 smaller destroyers, and 61 submarines. This programme conforms with 100/35 ratio of the London Naval Treaty.
