DRAFT RESOLUTION
Non-Intervention In Spain SOVIET DISAPPROVAL POSSIBILITY OF CONCESSION (By Telegraph—Press Association—Copyright) Received Oct. 28, 5.5 p.m. LONDON, Oct. 27. The draft resolution on non-inter-vention in 'Spam submitted to the Powers for final approval covers the methods for dealing with the withdrawal of volunteers and the granting of limited belligerent rights to both sides. It deals with the reimposition of land and sea control. While the approval of all other Governments but the Soviet is expected to be announced at Friday's meeting the possibility of some concession by the Soviet is not ruled out. The Soviet delegate, M. Maisky, in his speech at the International Subcommittee meeting, reaffirmed that belligerent rights should only be granted after complete withdrawal, but later said: “If the Soviet were convinced that the bulk of the foreigners were withdrawn, reinforcements ceased to arrive, and the sincere desire of the rspective Governments was to stop all interference in Spanish affairs, the Soviet might consider the question of granting belligerent rights, but reserves the right to judge the moment of such consideration.” He protested against suggestions made in Italy and elsewhere that the Soviet was attempting a sabotage non-intervention. “If we have to find the culprit for the present impasse and a possible breakdown of non-intervention it is not the Soviet but Italy and Germany” he added.
