The Daily Telegraph’s Tokio correspondent considers the American attitude toward Japan will open the way to a settlement of the conflict. The Premier, Prince Konoye, who favours a more pacific policy, has scored a victory over the militarists. Ail the Japanese stock exchanges have slumped. —————- £
