We are not seeking military intervention. Concerted action by other nations is the most important factor. Japan wauld be unable to prevent munitions from reaching China be-

cause she would not care to interfere with foreign shipping if such action meant war again:. the whole world. China has men capable of resisting the invaders and she lacks only munitions.”
