OPPOSITION TO CABINET LONDON, May 28. The Tokio correspondent of the Times says that the Minseito and Seiyukai parties opened an anti-Cab-inet campaign, issuing a joint manifesto demanding its resignation and declaring that the Cabinet was an obstacle to national unity and hindered the execution of emergency policies. The manifesto, which angles for the Army's support, unequivocally accepts its doctrine in national emergency. General Hayashi (Premier) still professes his determination to meet the Diet and test its attitude.
