GREAT PLAINS OF U.S.A. REHABILITATION PROGRAMME WASHINGTON, Feb. 10. President Roosevelt, in a special message io Congress submitting a report to the Great Plains Drought Committee, asked for the adoption of a long-range rehabilitation programme for the rescue of ten of the middle Western States from the threat of economic destruction through the ravages of drought. “The problem is one of arresting the decline in agricultural economy, which is not adapted to the climatic conditions because of the lack of information and understanding at the time of settlement, and of readjusting that economy in the light of later experience and scientific information.” The report advocates the creation of a regional mid-west authority to direct all agencies in the new economy “which represents generally a more rational adjustment and organisation of agriculture and the cropping plans, and methods to natural conditions.”
