NEW AGREEMENT PLANNED LARGE SUM DUE TO BRITISH BANKS BERLIN, Feb. 10. Negotiations have been opened for a new agreement covering the standstill credits, of which British banks are large holders. It is estimated that*£B3,oo.o,ooo of short-term money is locked up in Germany owing to exchange restrictions. Germany contends that her financial position has not improved, and there is no possibility of repayment at present, but her creditors are reported to be in an unsympathetic mood, and will draw attention to her large 1936 export surplus.
