DOMINION’S PRISON SYSTEM

VICTORIA TO STUDY IT USE OF LABOUR ON FARMS [ Per Press Association. ] WELLINGTON, Feb. 8. With the object of 4 studying New Zealand’s prison system Mr. H. S. Bailey, chief secretary of the Victorian Government, arrived in Wellington to-day. Mr. Bailey, who holds Ministerial rank in the Victorian Government, is in charge of the penal and mental institutions, child-welfare, State and accident insurance, and other departments of State. He said that he had heard of the New Zealand prison farms and had come here with the object of studying the methods adopted. A system was in operation in Victoria by which settlers were given Government assistance, but the Durden on the land when it commenced to produce was too great, and he was of the opinion that it would be more profitable to everyone concerned if the preliminary breaking in of rough country could be done by prison labour.
