This is an informal authoritative reaction to an intimation in the Tokio Niehl Ni-hi that Mr Arita is planning to indicate Japan's desire to discuss Pacific questions with the United States. AVOIDING NAVAL RACE SUGGESTION FROM TOKIO Received Dee. 25, 6.50 p.m. TOKIO, Dec. 24. ! According to the newspaper Niehl Niehl, Mr Arita will shortly make a statement expressing Japan's willingness to co-operate with the United States in preventing a JapaneseAmerican naval race for control in the Pacific. He will suggest a new agreement replacing naval treaties expiring at the end of the year.
