The Non-Intervention Committee met for two hours at the Fore.ga Office to-day. The following resolution was unanimously adopteu: “Deeply impressed with the need for doing everything possible to limit the scope of me present war in Spain and to prevent the development of conditions which might prejudice the goou understanding and harmony oi the peoples of Europe, and being convinced that strict application of the non-intervention agreement is essential to thjese enu , the committee agree that it is <>• the highest importance that a scheme of supervision designed Vj secure application of the agree ment should be brought in.o effective operation at the earhesi possible date, and have undertaken to request taeir Governments to furnish them with the necessary authority to secure this end.’’ The Portuguese representatives indicated that the attitude of his Government regarding the proposed scheme of supervision remained unchanged. The committee had before it a report prepared by technical advisers dealing with technical aspects of the proposed scheme of supervision. The committee agreed to refer this report to the respective Governments wi.h a view to obtaining a final decision thereon at the earliest possible moment, and, subject to the above authorised the chairman to communicate the terms of the scheme to the two parties in Spain on January 1, unless before that date any of the Governments represented had aske-i that the question should be considered at a further meeting. Requests to Parties. The committee further agreed that the communication to the two parties should contain a request that they should furnish within ten days oi receipt a reply on whether they were prepared to co-operate in the proposed scheme. The committee also agreed to request the respective Governments to notify the committee in writing not later than January 4 whether they were prepared to contribute towards the cost of the proposed system of supervision over the land and sea frontiers of Spain and the Spanish dependencies in the proportions which had already been suggested to the committee. The committee had before it a further report by the technical advisers of methods by which a system of supervision over entry into Spam Oi aircraft by air might be established. The committee agreed to submit the ieport to the respective Governments with a view to the Governments concerned furnishing the committee with their observations thereon at the earliest possible moment. The committee had under consideration the question of the need for the adoption of a uniform interpretation of obligations incurred by the Governments in adhering to the nonintervention agreement. It agreed t; submit to the respective Governments certain proposals designed to secure the desired decree of uniformity. Sub-C oiiindttce Meeting. Report.-, from a number of representatives regarding the attitude of their respective Governments on the suggested extension of the non-intervention agreement to cover not only direct intervention but indirect intervention, with special reference to the pioblem of the entry into Spain of foreign nationals for the purpose of taking service in the civil war, were also before the sub-committee. Maisky (.Russia) to launch a volley of contemptuous comments at General Franco's repl> to the Non-Intervention Committee’s .suggestions for supervision. M. Maisky, after pointing out that the Spanish Government's reply properly emphasised the Government’s legitimacy and right to procure arms to suppress the revolt, said that General Franco, on the contrary, had merely said he would continue to study the committee's communications. That reply was a compound of lolly and insolence. M. Maisky added that, despite the recent great deterioration of diplomatic manners, there were limits to endurable discourtesy and insolence. Peace in Spain would bring nearer peace in Europe if the committee ook a firmer stand with General Franco and his protectors.
