AMERICA'S TWO VOICES Received Dec. 14, 11.5 p.m. NEW YORK, Dec. 13. The New York Times’ Santiago (Chile) correspondent says that the newspapers draw a contrast between Mr. Roosevelt's pacifist declarations at the Peace Conference and the increasing expenditures of the United States army, navy and air forces, and points out that the United States knows that preparedness is the only way to assure peace. The newspapers warn South Americans not to neglect ! their defences due to the Peace Pact.
