COMMISSION’S FINDING CAPETOWN, Dec. 12. The Government, after consideration of the report of a commission regarding the constitution of SouthWest Africa, decided not to constitute the territory as a province of the Union, or to transfer the mandate tc any other Power. The report criticises the activities of aliens in coercing the Germans in South-West Africa. The Government decided to introduce laws protecting citizens from unlawful pressure in public and private affairs, also prohibiting aliens, including non-natural-ised Germans, from becoming members of political organisations or bodies considered undesirable by the Administration. GERMAN oplnion. BERLIN, Dec. 13. An official broadcast describes the decision as based on a one-sided and erroneous report, and as a violation of the League mandate.
