ITALY’S WAR DEBT
AMERICAN NEGOTIATIONS PRELUDE TO LARGE LOAN LONDON, Nov. 23. The Times Rome correspondent I says that it is announced that the I Government is negotiating with the United States regarding the settleI ment of the war debt. It is presumed that the statement |is connected with the report that I Italy is seeking large credit in New | York, and is taking the step in order to obviate the provisions of the Johnson Act, which would prevent | her floating a loan on the American • market while her earlier obligations ; had not been honoured.
