GREAT BRITAIN’S POLICY INTEGRITY OF THE EMPIRE [By Telegraph—Press Association—Copyright] OTTAWA, Aug. 5. A message from Orillia states that Lord Snell, the Labour Leader in the House of Lords, in an address to the Canadian Institute of Economics and Politics, said the integrity of the British Commonwealth of Nations must be maintained and the trade routes must be kept open. Sufficient naval power must be maintained to enable England to import necessities. The British foreign policy has two main motives, he said. First, there must be no war in which Britain is engaged unless any of her major interests are threatened by another Power; secondly, she must seek to avoid war by collective security, by honouring her word when it is given. If the Empire becomes a thing of counting house and ledger only it will pass away.
