IMPROVED FOREIGN RELATIONS PEACE IN THE FAR EAST TOKIO, March 17. Mr. K. Hi rota, the Premier, announces his policy as including the clarification of national plans for the improvement of the educational system in order to forge a national spirit, improvement in foreign relations in order to maintain peace in the Far East, and strengthen the ties with Manchukuo; also the development of strong national defence, an increase in the independence of diplomacy, the reorganisation of taxation, and the expansion of in dustry and foreign trade.
