BRITISH EFFORTS UNAVAILING. Received Sept. 26, J 1.2 p.m. LONDON, Sept. 26. The Daily Telegraph says that informal London and Paris naval exchanges revealed that the French Government will not in any circumstances entertain proposals for the. abolition of the submarine, which is regards primarily as a weapon of defence. Nevertheless, the British Government will again urge the suppression of submarines at the next Naval Conference, which is now unlikely to be held this year. America and Germany expressed readiness to discard submarines provided the others did so, but Japan is also adamant, while Russia, which has a considerable sugmarine programme in hand, is equally unwilling.
