SWISS CONSTITUTION
REFERENDUM HELD PROPOSAL DEFEATED BERNE, Sept. 8. The proposal totally to revise the Swiss constitution was defeated by DlOjtlOO votes to .193,000 in the referendum, which was the sequel to a petition containing 75.000 signatures urging that a change was essential, as measures dealing with the economic crisis were unconstitutional. Opponents declared that the balancing of the Budget was more important than altering the Constitution.
