TRIBUTE TO HIS SERVICES ( I*er Presa Association. X ■—■} WELLINGTON, Aug. 6. Thc Acting-Prime Minister (Sir A. Ransom) stated to-day in connection with th-c.. return of Sir H. Hart from Samoa that his control of the territory coincided with tho period of intense economic depression which had been especially severe in its effect upon the value of tropical products. It wag largely due to his prudent administration that thc territory bad been able to maintain its financial equilibrium and show a balanced budget. While the utmost economy had been exercised, Sir H. Hart had taken all possible care to ensure that the functions of thc Administration had been carried on with complete efficiency. His period as Administrator had been marKed by a progressive diminution of political unrest, and he leaves the territory in a satisfactory condition, both economically and politically. The Government desired to take the opportunity of publicly expressing apreciation of the value of his services.
