FRENCH LEGISLATION MOBILISATION OF THE NATION. PARIS, June 28. ! A Bill of three clauses tabled in the i Chamber of Deputies provides for mob- ■ ilisation of the whole nation in war- ■| time. I The first clause legalises the utilisaI tiefl of the national resources and enl ables the State to take over private 1 property. The second provides that • all male citizens over eighteen years of 1 age may be called on to give service without right to any compensation beyond their pay. The third lays down the principle that the Government directs the war policy while commanders direct operations.
