PREDICTED BY AMERICAN. IF DEFENCES NOT IMPROVED. WASHINGTON, April 16. An eventual war with Japan unless the United States strengthens its defences was predicted by Mr. William Mitchell, former assistant-chief of the army air forces, when testifying before the Senate Military Affairs Committee, which is investigating the pooling of aeroplane patents.
