IS THERE A DOUGLAS PLAN?
Sir, — I thank N.Z. Welfare League its expression of regret. It was, however, unnecessary. I was not “tempted to write.” I merely wrote. It is a pleasure and an honour to give your correspondent and your readers any assistance in understanding Douglas and his proposals. To make the matter clear, allow me to draw an analogy. To complete a railway, say, it is necessary to build a bridge to get over a difficult chasm. The first step is to recognise that the obstruction is there. The second, the desire or will to have it bridged. The third, to delegate the qualified experts to design the bridge and complete it. Note, the technical details of the job are outside the scope of those giving the order to do the work. Now the responsible body in. New Zealand will not grant that the gap exists. Douglas says there is a gap between total prices and total incomes and until that gap is filled civilisation is in danger. The majority of the members of the monetary comimittee refused to accept the existance of that gap as a fact. Major Douglas submitted a plan which was meant to function unda*-
