JOURNALISTS
REGISTRATION IN BRITAIN. BILL BEING PREPARED. (Times Cable.) LONDON, Feb. 23. The Institute of Journalists has prepared a Parliamentary Bill reserving the description “journalist” to persons registered under the statute and controlled by a registration council. The measure concerns only those deiirous of describing themselves as journalists. The liberty of others to contribute to the Press remains unimpaired. The council includes representatives of the Institute and Union of Journalists, Proprietors’ Association and universities, and the Bill provides that unregistered persons describing themselves as journalists may be lined. This does not apply to accredited representatives of Dominion, colonial and foreign newspaper agencies, for which special conditions are provided.
