AGITATION IN N.S.W. REPORT OF COMMISSIONER Received Jan. 22, 11.45 p.m. SYDNEY, Jan. 22. A report of the Royal Commissioner, Mr. Justice 11. S. Nicholas, who, last year, inquired into agitation for a new State within New South Wales, was tabled in the Legislative Assembly. The Commissioner declared that although no purely rural area could be recommended for self-government within the Commonwealth, he expressed the opinion that there were two areas suitable for self-government, one including the whole north coast of New England and extending south to Newcastle and the other embracing the whole of the central portion of the State, including Bathurst, Goulburn and part of River-
He recommends that a separate referendum should be taken in each of the affected areas in order to ascertain the opinion of the electors, while the Government should make information available concerning the advantages and disadvantages of new self-govern-ing States.
