Litvinoff (Russia; has objected to the modified text of the proposed invitation to the Soviet, which he said, does not want to be treated differently from Turkey and Mexico who were invited unanimously. Mr. de Valera caused a sensation in the League Assembly on the vital question of Russia’s admission by saying that the question should be discussed in public instead of in hotel bedrooms. He favoured entry in the ordinary manner without special privileges. Russia should guarantee universal religious liberty and extend throughout the world the rights granted American citizens. Mr. de Valera referred to the intrigues and hotel conversations, which suggested that only the possessors of exceptional sources of information could keep abreast of goings on. He admitted that private negotiations were necessary, though a prolongation might defeat the project. The simplest way to secure the Assembly’s vote, if there was opposition, was to refer the matter to an appropriate committee. He objected to attempts to deprive delegates of their rights in the Assembly. TORTUOUS PROCESS VERY BAD IMPRESSION. SAPPING LEAGUE PRESTIGE. LONDON Sept. 12. The Times says: There is considerable sympathy with Mr. do Valera *« belief that the proceedings have de veloped into a situation hardly in keeping with the dignity of the League The tortuous process in connection w’ith Russia’s admission was not necessary for Mexico and Turkey and has created a very bad impression, weakening the League’s prestige.
