The railways have joined the antinoise campaign, ordering quiet shunting and rubber-tyred platform barrows, also banning night whistles except where essential. DEFIANT MOTORISTS FINES IN MADRID MADRID, Sept. 4. Police efforts to quieten Madrid, one of Europe’s noisest cities, resulted in a complete stoppage of taxis, the drivers protesting against the fines. Motorists tooted regardless of penalties, three hundred being fined in a few hours.
