RESTRICTION PROPOSALS | British Official Wireless.] Received Feb. 8, 6.5 p.m. RUGBY, Feb. 7. The Under-Secretary for the Colonies (Mr Malcolm MacDonald) in the House of Commons, said he understood that negotiations between the various interests with regard to the prospects of the rubber restriction schemes were still proceeding, but had not yet reached the stage when the scheme could be submitted to the Governments concerned-
