RELIEF IN CANADA. OTTAWA, Dec. T. Despite a marked improvement in the industrial outlook and the general situation, relief in the coming winter will continue to bo a heavy charge on public funds in Canada, as well as upon private charities. State assistance for the unemployed and their families takes three forms. Direct relief for families is given by the municipalities, with the provincial and Dominion governments each paying one-third of expenditures for food, fuel, clothing and rents. The municipality pays tho other third, and the costs of operation. To reduce charges of this nature the Dominion is extending, in a modified form, its assistance in civic public works. The Government will pay onethird of labour costs on municipal projects approved by the province, which also pays a third. The municipality takes an equal share, and stands the whole cost of materials and supervision. In no case does the Dominion Government deal directly with the municipality. The province always it the intermediary. For single men of all ages the Dominion has established more than 100 relief camps where 11,500 men are registered. They are housed, fed and clothed by tho Government, and are paid an allowance of 20 cents (lOd) daily, and they work on such projects as the clearing of air ports. The Dominion assumes the entire cost ol the enterprise, and the camps are operated by tho Department of National Defence, but along lines which ar< strictly civilian.
