BIG RECRUITING DRIVE. ENLISTMENTS AT LOW EBB. LONDON, Dec. 17. Sir Dudley Pound (Second Sea LQrd) has revealed that the Admiralty plans a big recruiting drive. Enlistment has at present reached rock-bot-tom. Eight thousand new men a year will henceforth be necessary to maintain the strength of the service and fill the places of those whose time has expired. Only a small increase in personnel is contemplated.
