The Manchurian authorities have appointed a new Manchurian manager of the mi!way, ignoring M. Rudy, the sole manager in conformity with the existing agreement with the Soviet. The railway has now two managers, not cooperatng with each other, and issuing conflicting orders. M. Slavutksky, the Soviet Consul, has handed the Manchurian authorities a sharp protest.
