SOVIET LIMITS SCOPE CUTTING IMPORTS TO BONE MOSCOW, Dec. 15. Russian foreign trade returns for the period January to October, just published, show the real extent of the market in Russia for the Great Powers. The total Soviet imports for that period amounted to only £31,200,000 at par. Exports were £44,350,000. The figures show that the Soviet deliberately cut imports to the bone in order to counteract the trading deficit of recent years and create a small surplus to meet bills maturing abroad.
