CHANGE BEING MADE COMMISSION TO GOVERN L British Official Wireless.] RUGBY, Dec. 1. Newspaper comment on the impending changes in Newfoundland emphasise that the initiative throughout comes from the Dominion. Both Houses of the Newfoundland Parliament have now passed resolutions in favour of a temporary suspension of the Dominion con stitution. The next step will be the presentation to the King of an address asking for the suspension of the present letters patent and the issue of new letters patent for the administration of Newfoundland by a commission of Government on the lines recommended by the recent Royal Commission, which was appointed by and comprised nominees of the Governments of Britain, Canada and Newfoundland. When the necessary legislation to give effect to this request has been passed by the British Parliament, six mem bers of the commission will be ap pointed by the British Government, three of them being drawn from Newfoundland. When the present difficulties are overcome and the country is again self-supporting, responsible government will, on a request from the Newfoundland people, be restored.
