Mr. Citrine, opening the Federated Trade Union’s Congress, expressed whole-hearted approval of President Roosevelt’s drive to adjust hours and wages. He trenchantly attacked Hitlerism and Fascism, declaring: “We meet in the shadow of a great tragedy symbolised by the absence of German trade unionists, many of whom have been brutally maltreated, imprisoned or exiled. The German workers art gripped by a more ruthless Govern inent than the militaristic autocracy which they overthrew in 1918. World opinion is outraged by Nazi brutality. The only way of overcoming the crisis is international co-operation, which, owing tc the power of economic nationalism, the World Conference failed to secure. The nations must resume discussions, but needless suffering would have been avoided had the conferring nations foregone national egotism.”
