Regulations governing grain shipped in bulk, similar to those operating at Canadian Australian ports, hav 0 been issued by the Government. It was explained by the Minister otf Marine that the object of the regular tions was primarily to provide for the safety of the ship and prevent the cargo shifting. Cases are on record of ships with cargoes of bulk grain capsizing through the cargo shifting. Two vessels chartered for the shipment of wheat in bulk are to load at Lyttelton and Timaru. The regulation# are issued in view of th© sale recently uf quantities of wheat for shipment overseas. The regulations provide for longitudinal division holds into tight compartments to be filled to the deck. Feeders are to be built ’tween the decks, so that as the cargo in the lower hold settles the compartments are kept full. These feeders are to contain at least 25 per cent, of the quantity of grain carried in the compartments they feed. There are no facilities in New Zealand for loading direct in bulk, but it is proposed tq carry the grain to the hutches in bags, whence it will be emptied, thus saving the shippers a considerable amount in the cost of the bags, and making it possible for the ship to carry more.
