The French debt comment states that France’s position has been com plicated by the fact that M. Herriot cannot order payment to the United States in December without the appro \al of the Deputies and Senate, which are likely to be insistent that it must not be paid. On the other hand, willingness to pay here the £250,000 due in December makes M. Herriot reluctant to allow France to default. Berlin reports show that German official opinion of the British view is that further explanations to the United States are needed, but it considers that debt suspension does not affect Germany directly. FRENCH ANXIETY LAUSANNE POLICY REVERSED LONDON, Nov. 24. City diplomatic circles in London are agreed that President Hoover’s Note is not altogether unsatisfactory as it loaves the door open for international discussion. A new Note, containing the facts justifying the British request for postponement, is already being prepared. It will be despatched after submission to Cabinet. Paris messages suggest that there should be an exchange or views between the British and French Governments before a reply is sent to Washington. Press comments stress the tremendous responsibility resting on the United States if it reverses the Lausanne policy, thus dealing a smashing blow to world recox cry. The French public is agitated whether Britain will demand the current instalment of £12.500,000 due under the CaillauxChurchill agreement, which was provisionally wiped out by Lausanne.
